Publicly owned treatment works (POTW's) collect wastewater from homes, and commercial buildings then sends transports it to a treatment plant through a collection system (series of pipes). Here harmful organisms and contaminants are removed so it can be released to a recieving stream. The POTW's are regulated by Federal, State and local government.
