Pat Donovan has served as Utica Common Council President since January 1, 2001. Donovan won a special election for a three-year term in November 2000.
In addition to presiding over Common Council meetings, Donovan sits on the City's Board of Estimate and Apportionment, is Chairman of the City's Public Safety Committee and is member of the Council's Economic Development Committee. Donovan also served as the elected Oneida County Comptroller from 1993-1998. Donovan was the Chief Fiscal Officer of the County, overseeing a budget of approximately $250 million dollars.
Donovan is currently the Associate Executive Director of Upstate Cerebral Palsy of the Utica Area, Inc. This not-for-profit organization provides services and programs in a 4 county region and has an operating budget in excess of $68 million dollars. Donovan's responsibilities include being the Chief Fiscal Officer and also oversees the management of the Agency's management information systems, and building and grounds department.
Donovan was educated in Utica public schools and is a graduate of the State University of New York - Institute of Technology. Donovan also serves numerous roles in community organizations including:
- Treasurer, Utica Dollars for Scholars
- Chairman, Oneida County Sports Facility Authority
- Treasurer, North Utica Little League
Donovan was awarded 2 distinction's including recognition as a winner of the 40 under 40 leadership award given to the 40 leaders of the Mohawk Valley under 40 years of age. Donovan was also 1 of 10 winners in the region's Accent on Excellence Award to recognize leaders who have contributed to the betterment of the community.
