Is it ethical to ignore evacuation orders?

http://www.globalethics.org/newsline/2012/11/12/defy-evacuation-orders/

Ignoring evacuation orders is very unethical. There are very few cases that maybe you should consider not evacuating. Not evacuating puts yourself and your family in danger. It also it endangers the lives of the first responders who may have to rescue you if something does go wrong. In the article James Keenan, a moral theologian at Boston College says that. “We need to educate people that morally, you can’t simply say, ‘I’m not going.’ It’s not simply a matter of choice. It’s actually a matter of responsibility to the common good.” I believe this to be true and we need to trust the person who says that it’s not safe to stay.
