Water Treatment & Terrorism?

Does the water treatment industry need to worry about a terrorist threat?  According to Homeland Security terrorism is indeed a concern of the water treatment industry.  It is reported that an explosion from the typical chlorine delivery could potentially harm over a million people and prove fatal for thousands.

The transportation of the chemical is so risky that the president of the Association of American Railroads stated that the railroads would not even transport chlorine if it was not required to do so.  In light of this the railroad industry is lobbying for new alternatives in water treatment other than chemicals.  Who would have thought the railroad industry would be influential in the industry of water treatment.
