New -2012 Health Insurance Opt-Out Program

Effective January 1, 2012, the New York State Health Insurance Program (NYSHIP) will offer the Opt-Out Program. This program allows eligible employees who have other employer-sponsored group health insurance to opt out of their NYSHIP coverage in exchange for an incentive payment. This program is available to employees represented by CSEA, PEF, and Managerial Confidential employees. On an annual basis, employees who elect to participate in the Opt-Out Program will receive incentive payments totaling $1,000 for opting out of individual coverage or $3,000 for opting out of family coverage.

Eligibility
To be eligible for the Opt-Out Program, an employee must meet two eligibility criteria to receive the incentive payment:

1. The employee must have been enrolled in NYSHIP, as a State employee, on April 1, 2011 or on the date first eligible for NYSHIP if that date is after April 1, 2011 through the end of the plan year; and

2. The employee must provide information and attest to having other employer sponsored group health insurance in effect for the Opt-Out period.

Incentive Payments
The annual incentive amount for opting out of NYSHIP coverage is $1,000 for Individual coverage or $3,000 for Family coverage. The incentive payments will be prorated and reimbursed through the employee’s biweekly paychecks throughout the year. The payments to employees participating in the Opt-Out Program for 2012 will begin as soon as practicable after January 1.

If you are interested in participating in this program, you must complete the appropriate forms in human resources by December 23, 2011. If you have any questions, please call Melissa Newman, ext. 7191.

2012 SUPPLEMENTAL RETIREMENT ANNUITY

Supplemental Retirement Annuities (SRA) and Tax Deferred Annuities (TDA) are an excellent way of providing additional retirement income while lowering your current tax liability.  The Economic Growth and Tax Relief Reconciliation Act of 2001 has enhanced this benefit.  All employees can now contribute a maximum of $17,000 for 2012.  In addition, if you are age 50 or over you can contribute an additional $5,500 and/or if you have 15 years of SUNY service you can still do an additional "catch up" of $3,000 per year for five years for a total of $15,000.

The Tax Relief Act of 2001 will also allow you to contribute an additional $17,000 to the NYS Deferred Compensation Plan.  In addition, the Deferred Compensation Plan has a “50 and Over Catch-Up” provision whereby you can contribute an additional $5,500.

Based on these two plans, you could conceivably defer a total of $48,000 for calendar year 2012.

Forms and applications are available if you are interested.  If you already have an account please complete the form that was mailed to you and return to the Office of Human Resources on or before December 19, 2011.

PEF and M/C Vision Insurance

Effective in January Management Confidential and PEF employees’ Vision Insurance will be changing from EyeMed to Davis Vision.  More information will be released from Civil Service and available in Human Resources soon.
