Drug companies engage in massive health care fraud, but are never held accountable

This article discusses how US pharmaceutical companies manipulate the structure of their court cases, charging them with fraud, in order to avoid being banned from selling to government health care programs.  I feel as though the majority of the bad ethics involved with this case falls on the judiciary system.  There is no way that they dont see what these companies are doing to get out of their fraudulent charges, these courts are turning their cheek to all of these corrupt business practices. How we can rely on our judiciary system to weed out bad ethics when they are involved in them as well?!
