Bio for Jan Welker, PhD for SUNYIT Doctor Welker brings to her teaching role at SUNYIT a wide range of health service management experiences. She began her career in nursing with a diploma from the University of Virginia School of Nursing. Positions were held in peer review and acute care including supervisor of an urban intensive care unit, director of a department of education in a suburban hospital, and director of nursing in a new rural facility. Upon receiving bachelor of science degrees from SUNYIT in Nursing and Health Service Management and a masters degree in Health Service Management from the New School for Social Research in NYC, Dr. Welker provided leadership training to department heads of the member facilities of the Central New York Hospital Association in Syracuse and became director of operations in managed care organizations in both Syracuse and Utica, New York. Responsibilities included design of health care benefits; member enrollment; employer group premium billing; claims processing and appeals; utilization management; quality improvement and general plan administration. Dr. Welker obtained a doctor of philosophy degree from Saint Louis University with a major in health policy analysis and administration. Her dissertation research examined the relationship between capitation as a method of reimbursement and the way physicians structure their medical practices. While residing in the St. Louis, Missouri area, Dr. Welker was affiliated with the Washington University School of Medicine and the BJC Healthcare System in which she held positions including director of operations of a health maintenance organization owned by the medical center; executive director of a subsidiary organization that negotiated managed care contracts for three medical center hospitals and the medical school; executive director of a physician-hospital organization affiliated with the pediatric hospital within the medical center complex; director of health services in an independent physician network of 1400 affiliated physicians; director of clinical program development for the Department of Medicine; and adjunct faculty with the Graduate Program in Health Administration teaching business development, marketing and managed care operations. Upon returning to Central New York area in 2003 to teach at SUNYIT, Dr.Welker resides in the Vernon, New York area with her husband, Monte, and enjoys anything outdoors. Dr. Welker is active in the community as a member of the Advisory Boards for the CNY CareNet Pregnancy Centers in Utica, NYand the St.Elizabeth Medical Center's School Based Health Center, also in Utica. |

Research: |
Since joining the SUNYIT faculty, research has focused on two themes. One is the unintended consequences of the HIPAA privacy legislation and the other is on pedagogy related to the need to teach business writing, best practices in online teaching and ethical decision making by students. |
